What is Cedula?

Cedula is a legal identity document issued in the Philippines by the Cities, Barangays, and even City Municipalities for those at least 18 years old and above. Community Tax Certificate is one of the primary forms of a national system of identification in the Philippines. 

Suppose you are looking for a new job. In that case, Community Tax Certificate is the first requirement you need to have when you start a new business or apply for a government Identification such as TIN ID, Barangay Clearance, and Police Clearance.

What are the Requirements for Community Tax Certificate (Cedula)?

    • Must be 18 years old and above
    • Unemployed client/applicant – Any valid ID
    • Employed client/applicant – Proof of income (Form W2 or BIR Form 2316 – Issued by the employer)
    • Business owner – Appropriate proof of payment and assessment

How can I get Cedula?

1. Proceed to Barangay Hall, City Hall, or Municipal Hall.

It is available at Barangay Hall, City Hall, and Municipal Hall. Ask them if you can get one and tell them what your purpose is for that.

However, Government offices are open from Monday – Friday, 8:00 am to 5:00 am. Weekends and holidays are closed.

2. Application Form

3. Encoding and Photo Capture

Once you apply, you need to wait to call you to proceed with photo capturing and data verification of the barangay staff.

4. Payment

Prepare your payment to assign the amount by the revenue collection clerk/staff. [Processing time usually takes 1-2 minutes].

5. Releasing

Releasing community tax certificate and issuing the Official Receipt given by the revenue collection clerk/staff. Make sure that the triplicate Cedula is signed and has a thumb mark. [Processing time usually takes 1-2 minutes].



How much is the payment for Cedula?

In this case, the payment amount depends on the client. If the client is unemployed, it’s usually under 100 pesos. If the client/applicant used the community tax certificate for a business or as employed, the payment needed to pay would be higher, but it should not exceed 5,000 pesos. 

As a reference, the computation that needs to pay is indicated below of community tax certificate for the business owner, employed person, or even derive income from the real estate properties.

Fee for Individuals:

  • Minimum Basic Community Tax – (₱5.00)
  • Additional Community Tax for every ₱1,000.00 of gross income during the preceding year – (₱1.00)
  • For every ₱1,000.00 aggregate assessed value of real property tax – (₱1.00)

Fee for Corporations:

  • Minimum Basic Community Tax – (₱500.00)
  • For every P 5,000.00 of gross income
    during the preceding year – (₱2.00)
  • For every P 5,000.00 aggregate assessed
    value of real property tax – (₱2.00)

The additional Individual Community Tax shall in no case exceed ₱10,000.00.

Are Cedula available online?

Some of the cities provide online registration for applying for community tax certificates. This procedure is faster and avoids inconvenience for those clients/ applicants who want to use it. 



Online registration is the same as other government online applications. Just fill up and complete all the information about yourself. However, you must print the application form and bring it to the city hall to pay it. The amount you need to pay for this application is estimated because it will be revealed online with the proper calculation.

What are the Requirements for Authorized Representatives?

If you have an essential appointment, sickness, or are out of town, you can ask your authorized representative to bring these requirements before they proceed to city hall.

  • Authorization Letter.
  • Valid ID of the owner and representative.
  • Photocopy of Valid ID of the owner and representative.

Does Cedula have an expiration?

Yes, the validity is valid for one year after you get it. For example, if you get the community tax certificate on March 1, 2022, it will be expired after April 1, 2023.

Can I get it from other cities?

Yes, you can get Cedula in any barangay hall in the Philippines.
